Materials:
paint brushes
decoupage & sealing glue
glitter
tape
Tape the bottoms where the out-sole arch ends. Paint on the glue with a paint brush, cover with glitter and shake off over a nearby sink. Once dry, paint on another layer of the glue/seal. (Tip: doing the inside of the heel looks great too!) Once they're dry, tap them to make sure the glitter is sticking. To clean up the edges and bottom, take a damp cloth to pick up stray glitter, and use scotch tape to pick up any glue debris.
